What We Do

Our services include site investigations to determine existing conditions, destructive investigation as required to evaluate concealed conditions and identify problematic issues, water-testing procedures to determine the cause of existing leak conditions, thermographic moisture surveys for roofing, design of roofing and waterproofing systems, specifications for roofing and waterproofing systems, site investigations and design of industrial and commercial flooring systems, the preparation of construction documents, construction contract administration services, and site observation during construction. When appropriate to specific project requirements, we include the services of structural, mechanical, and electrical engineers with our project team.


Meet Our Experts

Bland Harper – President
Mr. Bland Harper

For more than 40 years, Mr. Harper has been involved in all phases of architectural design and construction involving schools, military dining facilities and aircraft hangars, office buildings, prisons, manufacturing facilities, medical facilities, retirement facilities, warehouses, sports facilities, apartments, hotels, and art museums. For six years he was the construction management consultant for a large school district and that experience allowed a unique understanding of the owner’s viewpoint. Five years of his experience were as an officer in a structural engineering firm where he was responsible for construction detailing. Three years were with a manufacturer of construction repair, waterproofing, and commercial flooring products with primary responsibility for the development of specifications and coordinating specifications with architects, engineers, and owners. Approximately 27 years of Mr. Harper’s architectural experience has been specifically associated with the roofing, waterproofing, and commercial flooring industry, primarily in the field of restoration.

Mr. Harper is a licensed architect with primary registration in Texas, is certified by the National Council of Architectural Registration Boards, and is a member of the American Institute of Architects. Within the Construction Specification Institute (CSI), he is a Certified Construction Specifier. Within the International Institute of Building Enclosure Consultants, he is a Registered Waterproofing Consultant. He has served on national committees for CSI and SWR Institute. Mr. Harper often serves as a speaker at the national meetings for professional organizations.


Howard Kinsel – Senior Consultant
Howard Kinsel

Mr. Kinsel is a second-generation waterproofer who has grown up within the waterproofing industry. He has over 35 years of experience in all facets of waterproofing and restoration throughout the United States. Mr. Kinsel served his apprenticeship in the Bricklayer’s Union Local #5 in Dallas, Texas in the early 1980s. While serving his apprenticeship, he learned the masonry craft working under the tutelage of many skilled Journeymen Bricklayers and Waterproofers. Mr. Kinsel was an estimator and project manager for over fourteen years and is well versed in project delivery including site evaluation, cost estimating, scheduling, project management, and construction quality control. This experience carries forward to restoration, renovation, and new project delivery.

Mr. Kinsel has taken an active position within the restoration, roofing, and waterproofing industry and is a member within a number of professional organizations. His experience extends to assisting attorneys with many legal cases and is experienced in providing assistance in mediation, with depositions and with testimony in court.


Experience is important to all areas of architectural and construction design, but it is essential to the performance of roofing and waterproofing consulting services and to the design and specification of industrial and commercial flooring systems. Although we work with new construction, our primary areas of service are with existing facilities that have water intrusion problems, a history of problematic flooring, or have been damaged as a result of a disaster such as a tornado or hurricane. We are required to understand how buildings are designed and built to be able to analyze and identify the sources of problems.

We are also required to be knowledgeable about all types of roofing, waterproofing, and flooring systems provided by a myriad of manufacturers. The principals and staff of Harper-Brawner have this experience and knowledge. We are diligent with each phase of service and continue our investigation and consulting efforts until the problems are identified, the solution designed, and the construction completed in a successful manner.
